Do they enter the serial number of the engine when flashing the ECM?
Perhaps you got a pre-2019 NOS engine as replacement.

From the repair manual. there is a parameter for the ECM scan tool that displays this:
"Engine Serial Number Ignition ON # This parameter displays the
engine serial number."
