Just in case anyone else has this issue, the bumper still fit with just about 1/8 inch gap so it was hard to see what was going on.
On a 23 (or a 22 ZLE in my case), you have to remove the entire bumper to even get to the point where you can see if this is the issue or not, right? There's no way to even see in there and see if you have this problem because the taillights can't be removed without taking the bumper off?
