to answer the ops questions:
bigger headers make more power
tune is not necessary but headers without cats will result in a CEL. headers with cats will not have a CEL. running either one without a tune will not hurt the engine, but will also offer 0 hp gain.
cats will make the car quieter and smell better on gasoline
