Shouldn't the smaller pulley with normal boost levels put me back at just the regular stock 650hp by itself? the cam and everything else I thought would net me 150ish...

Boost is just a measure of restriction. The supercharger is still spinning just as hard. However the system is now more efficient and flowing more air with less boost. 2.3 is pretty standard and shouldn't have any belt slip. Lower 700's should be doable corrected for your elevation. Not really reinventing the wheel here with this setup. So a little bit of time spent with your preferred search engine should yield plenty of results with similar setups.
That being said the car would overall perform better on stock cam, bolt-ons, fuel system, and E60... vs cam, bolt's, and 91 octane.
