That they were also not gonna make capitol investments to change a production line for a one year model run.

But they also mention it on GMauthority as well Quote " The lack of suspension and powertrain upgrades for the final few model years of the sixth-generation Chevy Camaro can be chalked up to emissions and/or internal validation costs that simply can’t be justified for the nameplate at this point in time."

There is how ever some positive speculation that a farewell edition might have the same lt4 from the Cadillac (since they are built on same line) that produces 668 HP. But I seriously doubt they will put the lt2 anyway regardless with everyone of those engines needed to just keep up with the 2 years of back orders on C8s

The Blackwing LT4 isn't happening either. Regardless of how minor the changes might seem, there's a process to doing this stuff inside GM. Test cars need be built, durability tests need to be run, EPA and CARB emissions testing needs to be documented and certified.

Let's say it costs 5 million to do all that - that's almost certainly a low number, but it's plausible. If they tack on a $2500 price increase to each ZL1, that would require 2,000 sales to cover the cost. I haven't seen the 2021 numbers, but in 2020 they built less than 2,000 total. Keeping in mind that they'll probably sell 1,500-2,500 cars in their last year without making any changes, the 5 million dollar question is: Will this change result in 2,000 additional sales compared to keeping everything as is?

I really doubt it does.
