As infinitereality already mentioned you have to remove the plastic welds on the back side of the grill/flowtie.
I removed the radiator cover, and drilled the plastic welds on the flowtie off. Then I sanded it, used chrome primer, and my friend painted it mosaic black metallic at his car paint shop. Then I installed it back with some plastic repair epoxy.
All other questions are already answered by infinitereality.
