The "heavy duty cooling" portion of the package is just an added oil cooler. The auxiliary radiators as found on the SS only came with the 1LE versions of the 4 and 6 cylinder models, I believe. So the fender liners for a non-1LE LS/LT are the same, with or without the Y4Q package.
For a quick visual confirmation that a vehicle has the Y4Q package: look for (1) the Brembo front brake calipers and (2) the oil cooler under the hood (mounted on the front of the driver's side of the V6, not sure where it is located on the 4-cylinder).
