If all 4 cats are present then the only other thing could be that perhaps you have a defective O2 sensor. Even tho it is new, an O2 sensor can read faulty. I've seen some cases where a person went thru several new O2 sensors and they all were defective. Dorman...
It could also be a problem with the ECU.
Or it could be that if the cats are there then they might be gutted or have a hole or crack somewhere.
