Ah, but what is considered in-house in this case? Keep in mind that dealerships as business are independently run and separate from the manufacturers, a lot like the McDonald's down the road is owned by someone other than McDonald's corporation.
The manufacturers may be large enough to support a team of developers to do this and keep up with it, but really once they invoice the dealer for a vehicle and it's off the factory lot, they no longer own that vehicle and they've made their money. The dealers, being smaller companies, use 3rd parties because it's a cost effective way for them to do it.
Don't get me wrong - as a customer it's frustrating and I wish it was easier to track an ordered vehicle. I'm not trying to defend the status quo, just explain it a bit.
