I guess GM did that as an anti Theft device regarding fuel (baffled reduced diameter filler neck). If you ever tried to siphon fuel out of you car for any reason it is next to impossible. I am sure also GM also did that due to wanting to keep fuel vapors from escaping into the atmosphere from your fuel tank due to an EPA restriction.
one of my old 5 gal jugs started leaking, so I ordered a new one from amazon. the new one came with a grey plastic extension, very similar to yours but shorter, and it was sized to fit in our capless tank openings.
