Engine (engine dyno) power is of course highly preferable because it eliminates the many variables for losses. HPE dynos the car and estimates engine power from wheel power (WHP) using the dyno data. Many do this. I recall discussing this with KaTech too. Rather than putting it on an engine dyno to get HP and factoring that down to WHP, the reverse approach is used.
Engine power equals wheel power plus +/-15% is the general rule everyone uses. I know you know this but some might not
