Yes it is absolutely possible. I had a base supercharger (ECS/Paxton) on my SS with stock engine, stock exhaust, and no methanol injection. Low pressure fuel pump was upgraded to ZL1, but the hpfp and injectors were still stock LT1 at that point. My stock high pressure pump was not keeping up, and the rail pressure dropped in the upper end (centrifugal blower so they only make full boost at the top end). And this kit was the lowest-boost one that was meant for a stock LT1.
Procharger guy told us a while back that not every car can make the same power on it's stock fuel system, my experience and yours obviously support this over the blanket claims. Yes I am saying that if CSP tells you that your fuel is maxed, then I think that you should believe them.
