Yes. The ECU has Gasoline and Alcohol stoich, spark, and power enrichment tables it refers to after it reads the mixture of Ethanol percent reported from the sensor. So you can switch back and fourth between E85 and 93 octane and it will see the blend and adjust the tune on the fly. Now if you are asking if you can run 100 octane race fuel, then answer is also yes but it's a waste if the gasoline portion of the tune is based on 93 octane.
They don't put a flex fuel sensor on every vehicle because it's like a 1500.00 option that they charge for on the vehicles build order...so the answer is $. It's a bunch of shit too because a DI engine running E85 will still like have less carbon foot print then the Electric vehicles that GM is pushing to be switched over to by 2035.
