Rotors will warp no matter if pads are new or bare metal. Rotors that are hot and pads that have stuff in them can cause the rotors to warp. Uneven wear and with everything being hot, will cause the rotors to take a new shape.

So if you're riding your brakes a lot or do a lot of road course racing then this will happen.
