It's money. Just like you see dealers ordering very few base model Mustangs.
In fact, down here there is only one LT1 within 50 miles of me and it's a soft top. When the dealers do carry a v8 Camaro it's always a loaded up SS pushing 50k or a rag top pushing 55k fully loaded.
Granted, on a forum like this I can see a lot of folks buying the LT1 more often if it was easy to find as it seems many on here just want a basic fast car and no luxury bells and whistles and save the money for mods. However, the general public wants cars loaded up with everything. We are a small percentage of the population.
