I had to read it a few times (and check my video) and the 5200 rpm is the revs the engine drops to when you have the clutch in and throttle pinned. NLS is not enabled until 5k, and optimum shift point is debatable but I have found that very close to redline seems to work well for me as that puts the 5200 rpm the engine has dropped to being pretty close to the next gear's actual speed, making the shift nice and silky smoove.
