It probably varies to some degree, but for this type of car I'd think winter months would be the best option. I bought mine in mid-March (of 2017), when GM had multiple incentives that I could stack up + some negotiating and ended up around 17-18% off MSRP.
My biggest piece of advice is to negotiate an out the door price with TTL, any "dealer fees", etc. already baked into the price.
