you asked what is more cost effective. If you are talking $ out of pocket only, i haven't check prices, but going with a handheld and a canned tune is likely going to cost you less. But as Shocker91 said, you might not get all the results you can for the items you have/will have installed. You have a '19, so there is the issue of ECM unlock. I used HPTuners, and have no idea how any of the other tuning devices handle that. I also did a remote tune from Pray. I did a TCM unlock as well, and had him do the remote tune for almost the same mods as you (I had him port the IM and a 95TB as well). The results on the car are just marginally short of insane... I'm smiling like an idiot every time i drive it.
But going with a remote tune, you are likely spend more $. So, it's of course up to you what's more important - the extra bucks, or the extra performance. Good luck on your choices and build! ;-)
