I think that is because it doesn't really save you much money over a SS and it doesn't look as nice(although I do like how it looks). Back in 2002 you could buy a Base Z28 around 22k. A SS was 32k. In 2020 the LT1 is only a few grand cheaper then a 1SS. It's not really a bargain imo. If the MSRP was around 30-32k then yes it makes sense, but they are around 35k and the 1ss is around 38k. I also see a lot of incentives on the 1SS where they often can be had in the low 30's. So in the end the 1SS is still the better buy.
