And yes like King said its the EVAP "purge" solenoid, so it turns out occasionally and the motor will suck fumes out of a charcoal canister until its empty near the fuel tank. The canister is to let the fuel tank vent and the charcoal captures the fumes so they don't go to the atmosphere and instead get burned as fuel in the motor.
