Now, market areas are different. Being in one of the largest automotive markets on the planet, dealer trades are still happening here, but yeah, you're area may be different. Then keep in mind the OP is in Canada, which might be an entirely different ballgame. Right now, we are getting internet prospects from all over the country because inventory in their market is so bad, and not even on unicorns, just regular stuff.
I don't know so much that his dealer is shady, I've seen it before as well, where the commitment is made to a locate car, and at the last second, it no longer is available. If a car is in inventory, it is for sale. Perhaps the dealer sold it to their customer while the OP was negotiating for it. It's common practice that a dealer is not going to secure a trade until they have a contract on that car.
If the OP wants a specific car, color, trim, options, and nothing else will do, then ordering the car is the way to go. The order books should be opening very soon for 2021.

Yes, I've had cars disappear from my reach as well. But I've never had them run credit prior to securing the swap. It's hard to know for sure exactly what has happened or is happening for sure, and I've walked away from deals where dealers were trying to convince me that things were going one way while I knew they were going another.
