The secondary cat removal does little to nothing for power gains. Majority of the power gains even when doing headers comes from deleting the primary cats. Either way, I am not sure how you wouldn't pass visual inspection as long as the secondaries are in place. They look like cats and if you have the ECU tuned then you should pass testing.
The A10 is tuned completely different then the A8...it doesn't suffer from the same issues. Aside from that, You have to change the camshaft in order to delete AFM on the LT1.
