Strange gunk build up.

Hey guys I was cleaning my engine bay yesteray and noticed some gunk build up at the bottom on top of the steering rack motor, on the bracket/bolts of the alternator, and all over what looks like some sort of hydrolic belt tensioner. I wiped the tensioner down (so the pictures won't show it was the most caked up) and don't really see any oil leaks anywhere and even the top of the skid plate looks mostly clean besides some rikoshe splatter. Anyone know if this hydrolic shock tensioner thing is prone to bursting? Looks like its seeping through the top. I'll take it to the dealer soon since this car is still under bumper to bumper, but wanted to see if anyone had any experience with something like this here first.
