IMO it's like Top Tier gas. Yeah, there are certain requirements the gas stations have to meet to have the certification, but of course, there are brands that meet the requirements but they don't feel like paying the licensing fee. I know Petro-Canada(which I use exclusively now because I work for Suncor, who is the mother company of Petro-Canada) used to be Top Tier but they were removed at some point. No idea why, but I think it's more likely that they don't feel like paying the licensing fee than they started using crappier gas. And in Petro-Canada's case, they have a natural patriotism advantage in Canada, kinda like Tim Hortons. Amsoil has some believers as well, so it's possible that they just rely more on those than paying for certification.
In the end, it's an oil thread and so it's just about using what makes you sleep well at night. Personally I am in the boat with others that's willing to pay a little extra for the peace of mind, especially if you only are doing it once a year.
