"It came to my attention that it would be possible to house everyone who needs a home in America. All the homeless, all the low income, everyone could live in decent, crime free housing in the form of condominiums. "

It is not possible because the problems are not caused by a lack of housing. "Decent and crime free" is a behavior issue, not a material issue. The human race has too many defects for what you say to be possible. There are two kinds of people on this planet; good people and bad people, and it's the bad people that cause the problems for everyone. Just the way it is and no amount of "programs" or government spending/control is going to change that. In fact it only makes things worse.
