Xylene is a common paint thinner available at home depot, or any paint/hardware store. Toluene, I'm not so sure. I have never looked for it, but should be at paint/hardware stores too. It is also a paint thinner.
As far as a dealer testing for E... I doubt that would happen. But that isn't the point. The ecm has to know how much dinosaur juice to feed the engine. If you're running E16+, the ecm doesn't have the capability of doing it stock. That's why everyone puts the sensor in and reprograms.
