This is the procedure HPTuners tells you to use right from day 1 when you order the replacement TCM... It is posted right in the information and order sections.
You need to copy the data from your existing TCM and update the new one for all the controllers. Thats why there is a built in function right in VCM Scanner. If you are just getting your existing TCM unlocked you can skip this step as the information remains in the controller.
This is a case of missing/not following the instructions from HP Tuners as apposed to a bug. At least in this case for a change.

I followed the replace TCM function exactly like it said and I get the code for missing solenoid calibration in TCM.
I am almost positive HP Tuners does not calibrate the new TCM's they ship out with the solenoid calibration info from your VIN#. This requires a MDI tool and a TIS web subscription.
