Largely since it's a twin tube design instead of a monotube. In general twin tube designs are easier to manufacturer therefore are supposed to be cheaper to purchase. The issue is KW's charging a pretty penny for something that's twin tube.
Also on top of that a monotube design is better suited for the track and a twin tube is better for street use. Although most folks don't really look this far into a coilover unless if they're actually preparing to track their cars. In my old car club people use to purchase coilovers for the purpose of stancing their cars out and never seen a track in their life.
