Not one of the auto manufacturer's brighter ideas IMHO.
Technically they are called "sound symposers" and have been fitted to everything from Porsches to Ford Focus cars. 
I removed the one on my car very shortly after purchasing it and have never even for one second regretted doing it.

I actually haven't driven my Camaro since deleting this item, but even if I don't perceive a difference in cabin noise, the more clean underhood appearance justifies its deletion.
