Not too sure about this. I bought my car used with 735 miles on it from a Chevy dealer in Florida. Paid with a bank check, no trade in. They put on a temporary Florida plate and I had it shipped by carrier to New Jersey and met the truck to take delivery. I then had a month to take the title to NJ MVC to get it registered and paid the sales tax at that point.
Might be different if the car is financed and the dealer holds the title until the loan is paid.
