The ZL1 should dyno in the 530-560 RWHP range pretty consistently. There are always outliers and variables though. Anything in the 400s is overly negative. The engines make a certified 650 HP. With a 480 RWHP dyno you're looking at over 25% drivetrain loss which is unheard of.
There is plenty of benefit to having the heads done. Do them while you're at it. As mentioned, might as well go Kong ported blower/snout/103/big intake. But don't scrap the heads.
The build does include quite a bit of pulley overdrive. Ethanol helps but you'll still have some high temps if you do track work.

Dynojets will read ~10 hp per 100 hp higher than a Mustang dyno from my experiences. I would bet my setup goes from low 700s to high 700s just by going from mustang dyno to dynojet dyno.
