Thinking about your newfound horsepower in that venue also reminds me that you should adjust your speed limiter before you try for max speed. Attached is a screenshot of where in HP Tuners you can do that (shown is the stock SS setting of 180, the ZL1's setting is 206)
Also with the gearing and tires that you have, I'm thinking that you will probably need to reach over 6900rpm in 5th to get to 200mph. I think that you will need to keep it in 5th gear, because shifting to 6th would drop too far in the rpm range.
