use a name brand brake cleaner, YES it matters!! scuff the rotors with 800 grit and you will be good to go. I wouldn't cut the rotors, they are thin already and once you overheat them you will start to get shimmy...:(
I DD my powerstops without issues. just know, you will lose the initial bite of the stock pads but they stop pretty good. 95% dust improvement.
