No you don't HAVE to have the rotors also. I had PS Ceramic brakes on 2 of my previous cars and they were fine. In fact on my son's 2000 Camaro years ago they were a ton better than the stock in stopping power. My SS has the Brembos, I went with Ceramic but don't remember the brand, they are also fine.
If the car shimmies when you brake or there are grooves in the rotor surface, they will need to be resurfaced/replaced. Mine were fine, I didn't resurface, that was about a year ago and ~ 6K miles. No Issues any my car currently has 40K miles.
