Is it closed to traffic and open to registered racers who passed a safety inspection? Yes.

Further, even if not legal, a road course is a race that occurs on a ROAD and follows a specific COURSE.
ROAD COURSE. Stop trying to make your own definitions of a damn word. If you are talking about a "TRACK", then yes, it is under the umbrella term "ROAD COURSE", but it is more specific.
Guess what. Nascar racers race on, (GASP), a "road course".
