If a 6th gen SS could put all its power to the ground without wheel spin, it would come close stock to achieving 3 second 0-60. It is way easier for packaging efficiency to make a EV awd than a ICE though, obviously the Camaro could not be made with AWD, unless it was a hybrid setup with front electric motors.
The Camaro dosent have to go to electric to get a fast 0-60.
