No. A full second is impossible to overcome unless the other driver makes a huge mistake. Anyone can get out of a car and claim they messed up this and that, they lost this much time here or there, whatever. That nonsense is moot because both cars have Human drivers that will make mistakes at some point. So it is a wash. When one car consistently loses then you need to accept that it might just be slower. 1-2 Tenths I'll agree can be overcome. More than that and you're pushing it. A full second and you'll need God giving you a tailwind strong enough to part an ocean to catch up.
