Axleback = zero gain tune or no tune. Just more sound and tailpipe bling.

Rotofab = a bit more supercharger whine but zero power gains unless it's tuned. While plenty of folks have done it sans-tune, with the standard RF intake there's a small chance that it might mess up the MAF, throwing a CEL and dropping performance. The Bug Gulp requires a tune.

10% pulley = yes of course you'll get 10% more air into the car and a good tuner can make use of that to get you more power (up to 10% & the limit of the fuel system to keep up, which doesn't have much more headroom it it). But you will get zero gain unless it's tuned and almost certainly will throw a CEL and could damage the engine if not tuned.

Bottom line: No gains at all for any of that without a tune. But a tuner worth his salt can likely get you +25whp without any mods at all. OEM tunes are balanced between emissions, performance, and fuel economy. The tuners job is to change this... and there's lots of room for them to work with if you're willing to give on emissions and fuel economy. Expect to spend $1000 with the tuner including dyno runs.
