Tuning cost seems a little high to me, but if it is a good reputable tuner, then that's fine. The tuning is complicated on these cars also so you want someone who is going to spend the time to get it right. The dyno part is simple it is the driveability that takes so long.

The last thing you want to skimp on is the tune. If that is a very thorough tune, with a lengthy drive street tune included with dyno time, then I wouldn't worry too much. My 5th Gen cam tune cost me $500 from Matt Sorian and he drove it for quite a while while tuning it. I would expect a 6th Gen ZL1 tune to cost more anyway.
OP, good luck on the build. It is exactly what I would do if I was lucky enough to have a ZL1.
