Sounds about right. Labor is going to be high on the Gen V motors, you have to pull the heads to change the lifters and also drop the oil pan (two things you didn't have to do on the cam installs for previous gen ZL1).

Tuning cost seems a little high to me, but if it is a good reputable tuner, then that's fine. The tuning is complicated on these cars also so you want someone who is going to spend the time to get it right. The dyno part is simple it is the driveability that takes so long.
