Definitely not supposed to use them with any other color while driving regardless of what state you're in.

You are both correct! While the fancy colors are not street legal, you can easily flip them to white or amber which are legal for on-road use in all 50 states. Depending on which products, you can either flip a switch or select the color on the remote/controller for driving. The RGB is an accessory for photo shoot, car shows, etc.
