With the design and specifications of the LT4, like all GM “Chevy” small blocks, max toque will almost always be the same or higher than max HP. Tuners have very little to do with the raw numerical difference between HP and torque. Engine design/specifications and particular modifications will impact max HP versus torque, a tune basically programs the computer to maximize the efficiency of the modifications.
