No, you can't permanently disable CEL's with the cheep BT scanner, only clear them out. You would need something like HP Tuner, EFI Live or in my case, I have the Trifecta tune software on my computer that has the option to clear or disable CEL's.

Depending on what the CEL code is, yes it's safe to disable it.

Yes, BOL is much louder than stock and sounds better depending on who you ask.
