Driver fatigue will severely impact lap times and repeatability, decision making abilities, and many other factors while on track. A well sorted car with good drivability characteristics for the environment will absolutely reduce this.
Additionally, a high degree of drivability and adaptability from the vehicle will make for faster cornering (I wonder why Ferrari has that 'bumpy road' button? hmm) as well as smoother transitions which impact overall laptimes greatly as well.
Professional racing teams also go to great lengths to make drivers as comfortable as possible in the conditions, which contributes to their repeatable performance and ability to extract the most from the vehicle.
So yeah, you're absolutely dead-ass wrong here. FYI.
