Headers are not mandatory but a good idea. If wanting to keep the factory headers, I would delete the factory cats being that is where the biggest restriction is in the exhaust.
LT4 fueling is a good idea along with a Flex sensor and a Mix of Ethanol. If E is not a option I would probably look at meth to supplement 93 octane. You can't run enough timing on these engines with 93 alone and end up running more boost with less timing to make similar power which lowers efficiency and increases heat in the cylinder.
Octane, more timing, less boost is always a better combination in the end.
The LT1 needs lower compression to run 93 octane with boost efficiently imo. This engine can not even reach MBT naturally aspirated on 93 which is why you see bolt-on cars pick up 25-30whp from E85 alone.
Moral of the story, you can contact 10 different shops and you will get 10 different answers to what works on this platform. Very few places I would trust. Ted knows his stuff so I would listen to him. I bet in most cases he would always recommend a blend of Ethanol in the system on these engines, but if not a option he has the experience to tune a boosted LT1 correctly on 93.
