Every car is different. CSP had the advantage of really cold temps when they did his shop ZL1 too. There's was no pulley but with headers, ported snout, Kong blower, 103mm NW TB, etc.
11 PSI does sound low...I trust Vengeance though. Maybe talk with Ron and just make sure everything is straight and if so, the track numbers will not lie.
