Sounds like you're trying to run too much boost for the octane fuel you have. I feel the sweet spot for these LT1s is between 16-20 degrees. If i con't get to 16 degrees of timing at peak power, then I'll normally find more HP by lowering boost until you can get the timing up into this range.
If you're at 20+ degrees of timing and you have enough fuel for more boost, bring it on more boost!
