Here's my advice to you. If you really, really regret not asking her out - tell her how you feel. Just say "Look, I know you're in this relationship, and I don't want to mess that up at all, but here's how I feel... and if you ever find yourself single again, and I'm still single, look me up."
And leave it at that. Don't mention it again. EVER. She won't forget, so don't feel like you have to remind her. Any guy who's been in a relationship can tell you... chicks don't forget anything.
And then go on with your life. If you find a girl you're interested in, ask her out. Don't wait around for her - and don't even hint to her that you will wait around for her. Just move on. If it works out, it works out. Otherwise - Like 3 said, there are plenty of fish in the sea.
