the shortblock also needs a light hone for the new pistons, that takes some time to do properly.
Out the door for my setup I paid ~11K, just for reference. But every shop is different.
I also don't have upgraded injectors or low-side pump. But I did get extensive headwork done, so that kinda evens out the labor hours.
Your price seems a bit on the expensive side, but fair.
I wouldn't hesitate to drop the motor myself, if I had a crane. That would save ~50% labor hours.
