I take it you have never seen a Tremec 6spd manual transmission, there isnt much room in them. As it is now the lockout solenoids are mounted on the side of the transmission, there is no way to put them in the middle of the transmission as they would not be serviceable without pulling the transmission if they fail, and they do fail at times.
R&D could easily get something proper figured out.

The basic gist of it is, GM _could_ have remote start on manual transmissions. But there isn't enough demand for them to put the money into getting a system that meets federal regulations.

GM is capable of it, but they choose not to.
Just how they could have the cars shut down if you try driving without it in the vehicle (like other manufacturers do), but choose to let you drive forever, as long as you don't shut it off, lol.
